Oh my! References in French and German! You do know that even today
candidates for advanced degrees have a requirement to either be fluent
in one language or be able to read two languages. You don't have to be
fluent to read a language. Dictionaries are allowed!
Depends on the school. In my school, PhD candidates in science
did not have a foreign language requirement. They did in most of
the arts programs, and there was often a bit of a glare cast in
the direction of a science grad student who was breezing into
writing his thesis, while the student of ancient literature was
struggling to translate one journal article from Greek.
And that was very good for me. I can't translate any better than
using Babel Fish on Altavista. And even that gives me quite a
lot of trouble.
