Well done Pete !
But isn't this the history of fields, including gravitomagnetism ?
More specifically, an insulator ( i.e. a dielectric )
produces a field ( i.e. a potential for induction )
by separating the gross charge ( i.e. the gross momentum )
of the ( balanced ) positive and negative sides.
Net, the field has no charge ( i.e. no momentum ).
