Can someone tell me how to calculate the _proportion_ (not numerical
quantity) of EM energy residing in a fundamental frequency as opposed
to a distant lower harmonic of same?

For example, an RF fundamental and the frequency obtained by dividing
it in successively in two 20 or 30 times.
