Can we use Water H2O as replacement fuel for Oil

A few websites claiming to convert normal petrol engines to water
fuelled ones.
Is it practical to use just water to power an internal combustion
engine?
After considering their methods, it seems like a practical solution to
our environmental problems.
Water can store as well as release energy of 40.65 kJ mol-1 heat of
vaporization, even in chemical reactions. Enthalpy of fusion of water
is 333.55 kJ kg-1 at 0 ºC fusion reaction, even better if practical.
Replacing carbon type fuels with water internal combustion engines
will only require a water refinement and electrostatic conversion
device to make the water into little charged droplets for injection. A
plasma ignition will create a reaction between the water and an
additive to release the stored energy within the bounding of H2O
within the combustion chamber.
The waste product will be just oxygen and hydrogen, totally harmless
to the environment. Also this waste can be recycled back into the
combustion chamber and re-used for better efficiency.
Please give any thoughts on this type of approach?
