False Patents

Stanley Meyer's patents appear to have been bought and being sold on ebay.
Of course I have them all free of charge on the web. In any case how are
such bogus patents allowed to stay? If I defraud the patent office does this
mean they can't revoke something that is bogus? In reading them it appears
he was clever enough to basically file a complex version of the simple
electrolysis process stopping short of making wild claims. here is one such
patent.
