Bernoulli's Equation



I have a question regarding certain situations involving Bernoulli's equation.

An example situation is given at the following link:

My question is, why is v1 assumed to be zero? (in the solution at the bottom of the page).

I would take v_1 to be the velocity of water in the pipe at water level, and v_2 is the velocity of water at the end of the pipe.
Then, due to the equation of continuity for fluids (Av is constant), the v_1 and v_2 should be equal?
