Apart from Interpol and the FBI. And a few other similar groups.
In Canada it's the RCMP.

Some time you should consider reading the copyright warning
at the start of a vid.

Perhaps you should pay attention to real life.  When RIAA goes after
music file sharers, they don't call the cops.  They call their lawyers.

The RIAA and their lawyers are not able to do anything to people
who may be pirating their music. All they can do is ask govt
to do stuff. The govt can enforce a fine or jail term. The govt
can make the pirates pay compensation to the people who
have had their copyrights violated. And the govt has done in
many cases.

All the lawyers can do is make a lot of noise, and attract the
attention of the various cops, judges, jailers, etc. These arms
of the govt may then choose to take some action, such as
investigating, agreeing to hear a law suit, imposing fines, etc.
