It's practically by definition..
Before the pulse momentum equals zero.
After the pulse (you say) the whole system is moving therefore it has
gained momentum.
Therefore momentum not conserved.

It permanently ejects mass (spent fuel) which has momentum
in the opposite direction of the rocket's motion. The sum
of the spent fuel's momentum and that of the rocket is a
constant.
I think you are missing a factor about both the rocket and
the design given.
No, he's got it right. If you don't throw something
overboard the momentum of the device cannot change.
