Huh? That sounds like you read something that was right somewhere, but
misunderstood it.
No, light is not a force per se, dual EM or otherwise. Rather, light is
electromagnetic radiation, and the electromagnetic forces themselves owe =
origin to the quanta of the electromagnetic field.
Electromagentic radiation is a force of oscillating electromagnetism.
I just explained why that is wrong and what do you do? You repeat yourself with
only a slight and irrelevant change in wording.
I know it takes a lot of time, but you really should read and study a good text
on electricity and magnetism. On the web, http://www.plasma.uu.se/CED/Book/ or
http://farside.ph.utexas.edu/teaching/em/lectures/lectures.html is a good place
to start, at least if you are a monoglot Anglophone. Otherwise,
http://eqworld.ipmnet.ru/ru/library/physics/electric.htm would be even better!
