Potter, from the perspective of the moving observer, the
natural resonate frequency is what is measured. Predicted
by the Doppler effect and special relativity.
If you want to make measurements in the same frame as the
train whistle, go ahead, but one frame is no more privileged
than any other frame.
The outcome, as most with science education know, is observer
dependent.
