That's because quarks (as we know them) are confined as hadrons.
Well, yeah, but it behaves more like a bag than a yo yo.
Although, it does not really act all that much like a bag.
The bag model usally is said to have the right degrees of
freedom moving at the wrong speeds.
The gluons might act like the string on a yo yo. Then
there's the usual case of more than one quark, as you
mention. Not many yo yo configurations use that.
