Instead of wildly speculating about computer fans connected to AC or
nonsense about mythical damage due to trivial AC voltage variations,
instead, why not answer the OP's question? That requires basic
technical knowledge; such as a long list of reasons why computer fans
are powered from its DC supply.

Of course it is a threat to human life. Why did the original PC
even put its power switch in a difficult to reach location? So that
AC power was never exposed to computer assembler or other eclectically
naive repairmen. Required even for UL approval. But already this is
too much information for the electrically naïve.

All of which is irrelevant since it does not address the OP's
questions. Can unpowered electronics be damaged? That also requires
basic electrical knowledge. Same knowledge that even makes obvious
why 120 VAC fans are not used inside computers.
