To me, it seems like restricting outcomes so much completely removes the
chance of anything surprising happening.

Does science have a method that just throws together a harebrained
experience just to see what happens? To see if anything surprising
happens that they can use in other areas? Does science use a recipe book
for everything?

You got a bad description.

Science is the observation, investigation and explanation of natural
phenomena, in that order. There are no restrictions on how to go
about it, you were voicing the subjective opinion of one individual.
If you explain a how a black hole works and then go looking for one,

Science is a model of reality which is
Quantitative
Qualitative
Falsifiable
Reproducible
Predictive

"Heliyummm" sums up the essence of physics very well.

The problem is that the present physics model focuses on the model,
and spends vast amounts of time, money, and minds on the
Quantitative, Qualitative, Falsifiable, Reproducible, and Predictive
qualities of the model,

rather than probing REALITY for
artifact outside of the model.

In other words,
just like priests throughout history,

the physics establishment has a vested interest
in preserving THEIR model of REALITY.

Physics is not about discovering REALITY,
it is about fitting the physics model
to search for correlations that verify the
Quantitative, Qualitative, Falsifiable, Reproducible, and Predictive
qualities of the model,

and to hack the model when these inbred searches
lead to deviations from the model.

The best way to discover REALITY is to:

1. Order all data on time lines.
2. Cross-correlate each set of data.
( Putting the greatest emphasis on power levels.)
3. Examine high correlations and generate models.
(Linear, square law, exponential, etc. )
4. Test the models to see how they stack up in terms of the
Quantitative, Qualitative, Falsifiable, Reproducible, and Predictive qualities,
and usability.
( A model that cannot be used by real people is of less value. )

A mind is a terrible thing to waste.
