They could both be correct

The observed dipole averaged over 12 months corresponds to the 'Solar
System' movement wrt the CMBR.

Taking into account the Solar System's movement within the galaxy and
the galaxy's movement within the local group, the Wikipedia statement

variance...

Why?
It's known that the Solar System is orbiting the centre of the galaxy with a speed of about 220 km/s, so the galaxy only needs to be moving with a relative speed of 40km/s to account for the difference. Given that the galaxy and the Andromeda galaxy have relative velocity of 300km/s this is not a particularly speedy peculiar motion.

I very much doubt that Kps is anything like km/s, whatever numbers
you put in front of them. As usual, usenet conversations drift into
confusion and stupidity.

He's using Kps in the same way that others use mph.
