Have you looked into having them take it down off of the web? If they
did it without you or your publisher's permission, aren't they liable
under the rules of internet piracy, the same way as if they put up MP3's
of songs without permission?
I can see putting up files of a book which is out of print, but to put
up one virtually simultaneously with its release is way over the line
IMHO. The only excuse would be if it were some sort of
government-sponsored publication, so that the writer would have been
paid by the government to write it in the first place, and would not
receive royalties no matter how many were sold.
