It's the same thing Bob. There are plenty of illegal drugs on the street
that are legal with a prescription. Otherwise legal drugs get stolen and
then re-sold illegally.

Note that this also happens with cigarettes. They get bought in states (or
countries) with lower taxes and then are smuggled into states with high
taxes where they are illegally sold. If you increase the taxes high enough
in the US, you'll just encourage the *already existing* illegal tobacco
market.

I don't trust the governemnt to spend any targeted taxes on any specific
area. Here in Ohio, we started a lottery (long ago) to help fund the
schools. The schools aren't really better off. Ohio just spent less money
from the general fund on schools to balance out the money coming in from the
lottery. Tobacco taxes would be no different.

There isn't any difference between the two. Speed is "illegal" if you buy
it on the street, and certainly causes things like "gun fights", but if
you've got enough money, and a "good" doctor, it's relatively easy to get it
legally. It's especially easy if you have a child that's diagnosed with
ADHD. Speed is one of the most common ways to treat ADHD in children, but
the doctors won't call it speed, they'll use the drug brand names to
describe it to you.
