This would be nice. Though there are some obstacles to overcome. Closest
we have now would be the ESA, and there you've got the individual national
space programs with their own interests that may or may not happen to
agree with ESA. We would need some model that perhaps gives the WSA full
authority for certain projects such as a lunar outpost without conflicting
with the interests of the national space agencies, could certainly
contract out some jobs to the various national space agencies but then
you'll still have them fighting over contracts, and some may think it's
unfair as some agency other then theirs got the contract, ect.
