Non sequitur. First, one does need to found a colony, in order to
acquire one, or more. Two, colonies are not the only evidence of
empire. ( Did the USSR have colonies in a different manner than
the US ? -Germany and Japan militarily conquered, and then garrisoned-
Was it an empire ? Reagan sure thought so... )

Yeah, like Puerto Rico, Hawaii...

Oh, and the UK freed India, Pakistan, many African nations, but
they were an empire. They just failed, unlike the US, to be able
to take the next step, into empires of commerce and finance.

So, when the US held the Phillipines, and Cuba, it was surely
an empire. And, since it still holds some of Cuba, certainly
against Cuba's wishes, empire it remains on that level, as well.
