Remember that the Administrator is primarily a manager, not an engineer.
I don't think Schmitt's career has included any large-organization
management.
The only previous time an astronaut was NASA Administrator was an utter
disaster -- the only Administrator to end up being fired. (Well, okay,
discounting Goldin's odd refusal to follow proper Washington etiquette and
offer his resignation when the White House changed hands.) Whereas the
best Administrator NASA ever had, James Webb, came to the job as an
experienced Washington insider who knew nothing about spaceflight.
