When you subtract the amount earmarked for purchases of US goods, whether
suitable to local needs or not -- which is how an awful lot of foreign aid
works -- the sum really is pretty small.

When did Bush promise to *spend* $15 billion fighting AIDS in Africa? If
(admittedly dim and possibly inaccurate) memory serves, Bush vaguely
promised some sort of US-government contribution to a fund which hopes to
eventually reach a *total* of $15 billion, a goal he lauded but didn't
make any commitments to.
