Without the Russians, there was little support for ISS. From what I
remember, Space Station Freedom was always a precious few votes away from
being killed before the Russians were brought on.

But that may not always be the case. Note the location of Russia's latest
Soyuz launch pad:

Combine that with ESA's Ariane 5 for heavy lift, and now the US is at a
"high" inclination compared to ESA and Russia.
