Now to get this to work right, you have to harass two other people.
May I suggest strange letters to the President and Secretary of Defense,
threatening to keelhaul them under the USNS Kilauea, and use their pubic
hair to swab its decks? This should get a rise out of them. It could
also land you an exciting new assignment at Gauntanamo Bay. :-D
