Yeah, it's quite small for just about anything else...I found the hexagonal hatch on top, but a rectangular one on the forward deck a little odd from the stealth point of view also. One would have thought they both would have been hexagonal.
As has been suggested, it might be designed to float covertly, invisible to shipborne radar on drug smuggling vessels, and then intercept them at high speed. If that is the case then that big top hatch probably has a retractable weapon of some sort under it.
