Depending on the mission, either EELV (Atlas V or Delta IV) could
be used. NASA's preferred approach is 'Shuttle-derived', meaning
the SRBs and a new upper stage possibly using a single SSME. Or
a completely new design--least likely. NASA needs a quick development
cycle to get CEV flying because Shuttle will be retired by 2010
(more likely closer to 2015, given the usual delays).
Titan has been retired and isn't powerful enough, nor is any
ICBM.
There has been considerable discussion on this subject in the past
several months in the sci.space newsgroups.
