Curious. Well, if they're going to go with Kliper on the
R-7, it'll need that cryo upper stage. Wouldn't hurt to
have that capability anyway for other payloads. Anything
else would require a new launch facility. What else?
Zenit? Angara? Proton doesn't seem likely.
