Remember, it was already clear that except in very unusual situations,
backup crews weren't going to fly -- their main purpose, really, was to
get people into training for later prime-crew assignments. But when it
came time for Eisele to move up into a prime crew, on Apollo 13, instead
he got shuffled off into Skylab (nee Apollo Applications), Deke's dumping
ground for people not wanted on Apollo.
Even that didn't mean a flight opportunity. Cunningham, who'd gone
straight into Skylab and worked hard there, in hopes of being restored to
management's good graces, was "rewarded" with command of the first Skylab
*backup* crew. (Unsurprisingly, he resigned at that point.)
