The ability to deliver power "tactically" -- taking advantage of peak
demand/price, and to some extent filling gaps in the existing
distribution of terrestrial power plants and/or trunk power lines --
can be just as important in some analyses. It seems a little
counterintuitive, but when you dig into the disparities in base vs.
peak prices and generation costs, it starts to make sense.
