At sea level of course- but that's sort of a given, isn't it? ;-)
When I saw your "given" I immediately had an image of an Apollo CM coming down in Lake Titicaca, 12,500 feet up.
I can't imagine why it should need to land there, but it would make for an interesting recovery problem ;-)
