Comrade! These Komsomal achievement medals must be converted, although it may take some creativity to do so!
For instance, I suggest medals for turning in enemies of the state to the KGB be converted into a Scout merit badge for knot tying on a one Hooligan Parasite reported equals proficient tying of one knot basis!
In the same way, having photographed twelve Dissidents in Counterrevolutionary Acts, developed the photos himself, and retouched them to make the the evidence against the Dissident positively damning, should equal the Scout Badge Of Honour In Stalking as a replacement for the Komsomal Creative Photography Medal!
The Hero Interrogator Medal shall be somewhat harder to convert due to the high standards of moral certainty, enthusiasm, and anatomical knowledge required to achieve it- may I suggest that it be converted into the Communications, Public Speaking, Dentistry, Disabilities Awareness, Electricity, and First Aid Merit Badges all at once! :-)
