I'll see if I can dig up a specific cite to this story; It's been decades since I read it; but at the time I was thinking :

I can't get this for you tonight, but tomorrow I hope to post a word-by-word account of how civilian input to the British Weapons Research Board was handled in Victorian times.
It made revolutionary use of a wastebasket, and was 99% effective and correct, besides being 100% streamlined.
