Yes and no. Even international partners who kept their promises on ISS
etc. are being excluded from everything that's firmly planned. They only
have a role in vague long-term concepts, sufficiently far in the future
that all today's NASA officials will be retired by that time, and thus
will not get stuck explaining to the partners why the US is running late
yet again. (One of the less happy features of international collaboration
is that it tends to make other countries' roles depend on the US doing its
part of the job.)

So far, this approach has gotten a chilly reception from potential
partners. If NASA wants to have international partners to help keep its
projects from getting canceled, it has to be willing to give them
significant parts of the job.
