The waterflow "knows" to the extent that it's now much deeper and much
more slow-flowing than before. Without knowing dimensions of the
reservoir, flow-rates of the river prior to damming, and the range of
flow rates at which the hydroelectric plant is designed to operate,
it's hard to provide much more.
