Something along the lines of oversized "splat" balls full of water might make a pretty effective crowd control weapon.
Interesting- sorta like modified paintballs. Combine them with the ray gun, and you get the balls exploding into steam just before impact.
We fill them with electrically charged conductive gel, turning them into capacitors that discharge on impact.
Captain Nemo's electric rifle worked like this in the book - shooting frangible glass bead miniature Leyden jars.
Beanbags and rubber bullets, while generally safer than lead bullets, still can kill.
One doesn't know just what this things capabilities really are... one of those articles said it caused burns when the intensity was accidentally turned up too high; what if it was on the "2" setting on a 1-to-10 scale instead of 1?
Turn it up to 10, and it looks like what happened to the crowd in the new "War Of The Worlds" movie... people explode into superheated steam, and just ash and clothing are left.
Right now in Iraq we're using a Humvee-mounted laser to destroy IEDs and unexploded ordinance:

Somehow, I wouldn't be at all surprised if that's probably already happened.
If nothing else, you could really surprise someone carrying a RPG by shooting it in the warhead.
