You should bookmark Defense Tech: http://www.defensetech.org/
They've been discussing the ups and downs of this widget for the past couple of years.
Upside: Yes, getting a high intensity microwave beam hitting you body from the front that's tuned to the molecular excitement frequency of water, causing your exterior to heat for a split second to around 130 degrees F. will indeed cause great pain and cause you to be immobilized in no time flat inside of a split second.
Downside: It just might hurt your eyes...that aren't quite as heat tolerant as your skin.
All-in-all though, beats the hell out of getting shot, doesn't it? :-)
They had a show on History Channel a few nights back about modern high-seas piracy; remember a couple of years back when the pirates attacked the cruise liner and started firing RPG's at it?
Do you know why the pirates left?
The pirates left when one of the crewman on the ship went up on the bridge deck, went over to the high intensity acoustic plainer array sound beam cannon, pivoted it around, focused at them, and let them have it with around 200 decibels worth of high frequency fun.
He got shot at for doing that, and was wounded.
But they left in one mighty big hurry.
