Ii was atomic powered in Commando Cody; the Rocketeer's was a something along the lines of a alcohol-burning Sabre engine like Skylon's . It uses a turbine to send compressed air to twin combustion chambers, so it's more of a jet belt that a rocket belt. Would that work? Only Howard Hughes knew. ;-)

Hell, I'll bet the chest packs on the original Apollo LPGAs gave you more control over your suit than the control box on _that_ damn' thing.

On Commando Cody's it seemed that jumping into the air was key to liftoff. :-P
And now for trivia fun: In "Zombies Of The Stratosphere" Commando Cody has to fight two Martians...you know weird aliens.
Guess who one of the weird aliens is played by?: http://accomics.anonwebhost.com/Merchant2/graphics/00000001/ZotSDVD.gif

Here, this guy's sharp enough to invent strap-on personal flight gear, and no _instruments_? Oh, and I love how he has to reach under and turn the knobs for Up/Down, Slow/Fast -- so not only does he have next to no instrumentation, he's got no natural form of control, either.

They never explained that.
Or how he didn't burn his ass off with the radioactive exhaust.
In the Rocketeer he steered with his helmet fin, like a Pteronodon.

You'd think if he got far enough to invent the propulsion system, he could come up with something that would let him climb/dive/bank by sensing his body movements and thrust-vectoring accordingly, and perhaps a nice edge-lit projection HUD for that helmet.

That would imply that he could see where he was going in flight.
He couldn't: http://www.geocities.com/Heartland/Garden/3622/larryfly.jpg
He's going to be really surprised around the time he goes head-first into that F-86's nose intake, isn't he? :-D
Is it just me, or does this Giant Lunar Lawnmower incorporate leftover Dalek parts ?: http://www.geocities.com/Heartland/Garden/3622/moontank.jpg
