All I can say is that you need to get some new gasses because your
view of the quest for the moon is clouded.
Put simply the speech kicked "the space race" into high gear.

The Space Race provided the US and the Soviet Union with a non-military
outlet for Cold War competition. The "space" wasn't as important as the
"race" in The Space Race. The race provided the motivation, and therefore
the virtually unlimited funding and the waste anything but time
Apollo/Saturn management philosophy.

The space part could have been replaced with something else. Space was just
something new and high tech that happened to be emerging at just the right
time in the Cold War.
