I still think the F-19 omission was odd, and don't buy the "Northrop wants to call theirs a F-20, so we'll skip F-19" story completely.
There also may have been a program to build a stealthy VTOL or STOL aircraft to deliver troops to a forward combat zone at night, and that could account for the C-16 designation gap.
(I wonder if it was related to that oddball VTOL DuPont DP-2? The time frame on that project is about right.)
