They "started saying" that at least forty years ago, when it was clear
(as it has been ever since) that there simply isn't the 10x or better
"headroom" for improvement in chemical propulsion that would be needed
to bring costs down dramatically through technology alone.
The only reason it's a striking new insight to many space fans is that
they'd rather think about cool hardware than about the economics of
building, operating, and making money with it.
