late 1900's.

Not correctly. And it depends on what you mean by "efficient." It's
not necessarily "efficient" in terms of overall vehicle performance,
due to the low density (and correspondingly poor structural fraction
for the tank) of the hydrogen.

If you mean Isp, there are several propellant combinations that are
better, if you don't mind a little flourine.
