see where the rolling motion of a ship might try to keep the thing
pressed against the side of its container (IIRC these things are all
now in tubes rather than on rails). And often I see these containers
being flush with the deck, which suggests there isn't much opportunity
to compensate for ship motion...

Weather is not a significant factor, unless it's so bad off that the
launch can't manage to exit the tube without firing directly into the
ocean. Of +/- 45 degrees should be within spec.
