Just because the magnitude is invisible on a web cam doesn't mean they
don't exist.
And on the video I watched of launch #2, the upper stage starts oscillating almost immediately after separation, with the oscillations getting worse as time goes on.
What I hadn't realized until I watched it was that there appear to be some sort of oscillations going on with the first stage during its burn also.
