Winning a prize is a positive not a negative. No one really worries about the
possibility of winning $20 million, so people don't make preparations just in
case they do win, before they know for sure.

A better example would be:

Suppose that someone told you that someone was trying to kill you and you found
out that wasn't true because there was no evidence for it. How can you ever
tell that someone isn't trying to kill you, it would be prudent to take
precautions just in case someone is trying to kill you, don't you think? It may
be that your conclusion that someone isn't trying to kill you is wrong and that
you failed to find evidence of a plot because the would be assasin is good at
covering his tracks. A little precaution even in the face of a lack of evidence
might be a good idea. Now if a convicted killer were to escape from prison and
the last thing he was heard saying before he escaped was, that he wanted to
kill you, might have been an idle boast that he had no intention of carrying
out, but I'd still look over my shoulder if I were you in such a case.

Saddam Hussein is a known criminal and the slightest unsupported evidence that
he's up to no good should be taken seriously, that is why we invaded Iraq.

None were found!

Selective amnesia again? I head distinctly even in the liberal New York Times
that 4 US soldiers were attacked with a Sarin Nerve gas shell set up as an
improvised explosive! Why do I have to keep on reminding you of this?

One does not equal None! If there was one, there maybe more and the burden of
proof is on you that there are not, and you must prove that we need not fear
further nerve gas attacks and so far you have failed to prove this.

The nerve gas shell is all the defense he needs. Liberals sure are forgetful
types; a chemical munition was found, they wait a day then blink and pretend it
never happened and they ask again, "Where is the WMD?" Duh!.
