Absolutely false. Unless flags and footprints are your goal.
For a more lasting presence on the moon we should know what resources
are available at the poles, if are there mountains that enjoy continuous
sunlight, etc.
Finding a lot in general about the Solar System will certainly make
manned presence more doable.
