I disagree. We can "mine" the atmosphere of Venus for sulfur and
carbon, both in short supply on Luna. The leftover oxygen can be
expelled as reaction mass (or see later below). After most of the
atmosphere of Venus has been removed in that way, the greenhouse effect
will be greatly reduced and it won't be so hot and might be
terraformed.

Bring leftover oxygen from Venus and/or Luna. Take hydrogen and
nitrogen from Titan for use at Venus.
