What with ballistic missiles becoming more popular and capable, it is
not jsut the US that is a potential target, and thus knowledge of
impending attack is not somethign of interest only to the US. I'm sure
the Japanese would like to know if the North Koreans have just launched;
the Israelis would like to know if the Iranians have just launched; the
Indians would like to know if the Pakis have just launched, and the
Russians and the Chinese woudl like to keep an eye on each other.
