It puzzles me not at all. The Chinese are well aware that
in reality the US is not an agressive nation. Sure, just
like every other anti-American organization on the block
they will make the claim that America is evil, violent,
imperialist, a threat to the peace of the world, and
agressive. But when it comes to putting their money where
their mouth is it's clear they do not fear a pre-emptive
American nuclear strike, precisely because they know it is
extraordinarily unlikely.
