What matters is whether or not Congress believes that he will. He
certainly doesn't want to have to face the test if it can be avoided.
He has a problem with credibility on this issue, unfortunately, because
if he does veto the bill, it will be the first one that he's vetoed,
well over three years into his term.

That's not the sense one gets from Keith's and Frank's book, FWIW.
