You ought to Google for the Mann Act.
Also consider whether you believe that prostitution is as legal in national
parks and the District of Columbia as it is in some counties of Nevada.
You do raise an interesting legal issue though. What laws do apply to
an orbital resort? Would it be similar to the situation for American
flag vessels on the high seas? And what criminal laws apply there?
Also, in raising the possibility of orbital hotels as a hotbed of sex,
drugs, and perhaps rock-and-roll, you are missing the more interesting
possibility of illicit banking. THAT could be very attractive to the
clientelle you are seeking.
