The focus on deadlines is more fundamental than that. G&P give you
tools to have a hope of having any quality when you're trying to meet
the deadlines.

Note that if your charts show that you need 2.8 years to do the
project, but Marketing wants it in 6 months, the deadline will still
be 6 months.
