Weight. Means of delivery. Test Ban Treaty. As noted, dispersion of
radioactive material (which would happen quickly, at least, but would
likely be rained out quickly too, rather than at least spending a few
half-lives high in the atmosphere).
And do you want to be the pilot who has to fly into the eye of a
Category 4 or 5 storm with God's own nuclear device, leave it in the eye
(baloon suspended?) and get away (again through the storm) before it
detonates? The Soviets had a hard enough time with the
aircraft-delivered 58 meg device (largest ever detonated) they dropped
under calm conditions.
Don't expect to deliver this monster ballistically over, and down
into the eye, either. It would likely be too heavy for any currently
operational launcher, too. And a hurricane and its eye is a slow, but
moving target.

I suspect that something that could do this, might be a matter of the
cure being worse than the disease....
